I used CPAN to install them and it appeared as though they are in place:
# cpan -i Bundle::DBI

DBI is up to date (1.636).
DBI::Shell is up to date (11.95).
Storable is up to date (2.51).
Net::Daemon is up to date (0.48).
RPC::PlServer is up to date (0.2020).
DBD::Multiplex is up to date (2.11).
[root@screendoor ~]# cpan -i DBD::Oracle
Reading '/root/.cpan/Metadata'
Database was generated on Wed, 22 Jun 2016 13:29:02 GMT
DBD::Oracle is up to date (1.74).
I'm using the Oracle 10 client. Defined the environment variables as:
export ORACLE_HOME=/usr/lib/oracle/10.2.0.3/client64
export LD_LIBRARY_PATH=$ORACLE_HOME/lib
export LD_RUN_PATH=$ORACLE_HOME/lib
export PATH=$PATH:$ORACLE_HOME/bin

It means you don¹t have the Oracle DBD installed. Or its installed to a
different place.
