Reason is that usermanual was not really ready when we shipped 1.1. I wanted to have an easy way for merging changes into master *and* darktable-1.1.x without the hassle of cherry-picking.
Latest when we release 1.1.2 we can give up the separate branch and focus on adding documentation for new features in master.
