There's never really been any proper binaries available there, I think the entire section should just be replaced with a forwarded link to gcc.

Fortunately, building your own compiler is easy. Bare-metal ARM target is --target=arm-eabi, and mips would be --target=mips64-elf, you'd only need to go as far as `make all-gcc` I guess.

What should travis-ci users do then?
