in the normal world, the majority of people are honest and communicate forthrightly and all that, so you can run into a crowded room and say that some guy is trying to enslave you and he gets dealt with. but the bad people claim they're in charge of the world and surround their targets with other victims to pretend it's so. they're experienced with cleaning things up. so it takes longer to get slave boss dealt with, and more people suffer. but it's better than helping them make it even worse and more covert.
