Interesting. Like printing political messages on free condoms (targeted to
what gender, you ask ... )

One of the ways would be to use OTP and embed OTP into one song and OTP-ed
data into another. If true OTP is used both are undetectable, and one must
know both names to extract data. That is your key. You pass your key by
whistling the two songs, or by bribing a DJ to play them in succession in a
club.

Even better, possesion of just one is legally OK since it could be the key,
not the incriminating stuff (yes, I know that there is no difference, but
it will take decades for the legal system to catch on, and then we'll use
public documents as OTPs and see if they will outlaw them (religious
marketing brochures come to mind - bible, koran, etc.)

Once you have enough stuff out there you don't need OTP any more, just use
the existing one at random.

And then, you can use any 2 xor-ed .mp3s as OTP, so now you need 3 names,
but you need to disseminate only 1 song (with keyed material).
