GOVERNOR BUSH PROPOSES INNOVATIVE 
ENVIRONMENTAL CLEAN-UP PROGRAM

The first in a series of reform speeches, Texas Governor
George W. Bush yesterday outlined a six-point agenda of 
reform to clean up the environment by encouraging state 
and local efforts to clean and redevelop abandoned 
industrial sites.  The sites, known as brownfields, are 
typically abandoned industrial facilities, polluted and 
unused because of rigid, complex regulations and threats 
of legal liability.
