The canonical list of various countries' encryption laws
is run by Bert-Jaap Koops. The address I have for it is

though it may have moved.
French law has changed a lot in the past year -
full-strength crypto was legalized in France,
though I've heard that it's only legalized for French companies,
so you may need to check a lawyer.
