According to an article in Forbes a couple of years ago, 400 billionaires own 1/2 the capital assets in the United States (population 370+ million). I find it ridiculous to credit that "democratic self rule" could exert any substantial influence on the political destiny of that nation. In an economically and industrially developed nation with mature democratic institutions, the function of the State is to convert money into power, and power back into money, in an accelerating feedback cycle - for the benefit of the rich, at the expense of the poor.
