Use a pay phone, silly. I prefer airports--they add another layer of ambiguity
since the "authorities" will figure the call was placed by someone passing
through.
If you need to make a long-distance call, purchase a prepaid card for cash.
You could also get a prepaid cellular phone. With the right choice of vendor,
you'll be able to both send and receive calls anonymously.

P.S.: Actually, your calls will still be traceable, but the trace won't yield
any identifying information.
