I want to make it clear that no one who reports to me has used any form of
entrapment during my term as Director. I would suggest that your persistent
solicitations for bomb-making instructions and pornography are from your own
socially-maladjusted members.
There are only one or two persons on the cypherpunks list that we are
interested in (you know who you are), and we have long preferred surveillance
to entrapment.
