Some reasons:

1. Bomb-making instructions are now illegal on the Net, courtesy of 
Feinstein and her ilk. (I don't recall the exact name of the act, but 
it was discussed a couple of years ago. So far as I know, it passed 
and was signed into law. Anyone know for sure? Also, this has not 
been tested in court and will likely be struck down on First 
Amendment grounds.)

2. Bombs are scary, terrorist, anarchist devices. The low-level cop 
in Nowheresville, America who can show his boss that his efforts have 
nabbed some bomb info traffickers will maybe, he thinks, get a 
promotion.


3. These low-level cops think moving from busting pimps and whores to 
solictiting for bombz information will be their ticket into the high 
technology world.
