And where does toad.com fit into this taxonomy?

The issue is that toad.com has accumulated the detritus of years' 
worth of spam harvestings, clueless script kiddies, and bombz seekers.

Either toad.com is part of the CDR system or it is not. We have many 
reports that it doesn't accept any traffic from the other nodes, that 
it, by default, occupies some special niche as a "source only" (of 
submissions to it).

Since it's not a real CDR node, not even close, and since John 
Gilmore requested in early 1997 that we migrate Cypherpunks traffic 
off of it, and since it accounts for such a large fraction of the 
spam and cluelessness we currently see, time to do the obvious thing.
