The issue is that toad.com has accumulated the detritus of years' worth of spam harvestings, clueless script kiddies, and bombz seekers. Either toad.com is part of the CDR system or it is not. We have many reports that it doesn't accept any traffic from the other nodes, that it, by default, occupies some special niche as a "source only" (of submissions to it).
