Yes, it's entirely possible.  At the Card Tech Secure Tech conference in Miami USA 
earlier this month, Veridicom demonstrated a new PC peripheral which contains a finger 
scanner chip and a smart card reader.  They claim to have an extract-and-match 
algorithm available for license which will run on an 8-bit card.  It's therefore 
possible to insure that the finger image and template never leave the peripheral.  The 
only remaining issue is whether or not the PC peripheral is tamper proof.
