I live in the same world you do. I make no distinction between active and
passive. The reality is the SC said that if you call the polie (and it can
be extended to them not even being there) and they don't show up in time
to prevent the crime they aren't responsible for the crime. You can't, and
shouldn't be able to, sue them for damages.
To expect society at large to pay for your personal body guard is simply
stupid.

Police do much more than 'clean up' after the fact. Even if every other
person was a cop there would still be crime - look at Romania's history
under the communist regime. Did the fact that nearly every other person
was on the Stasi payroll deter crime? No, it only opened up opportunities
to corrupt the government.

Police are members of that 'people' too. The Constitution, state
constitutions, city charters, etc. are exactly that - contracts between
the people to provide services deemed of mutual need and support.

Then you have no civil liberties such as privacy (4th), freedom of speech
or religion (the 1st), to own guns (the 1st), or many others.
Your proposition is less than poorly reasoned.
