Congress already does a pretty good job of that. Why don't you find laws
we don't need, and work on getting them eliminated.
If everyone just passes laws, the universe will fill up with them, and we

Absent some major emergency which may necessitate keeping the streets
clear for some short period of time, curfews are an outrageous violation
of a citizen's freedom of movement. Age-based curfews, especially so.
You may wish to learn to use a very helpful tool called a "search engine."
The ACLU web site probably has quite a bit of background information on
curfew laws as well.
