Actually you have to install the service first, using the cygserver-config script, or you can just run /usr/sbin/cygserver under your own account for testing. Note that under Cygwin 1.5.x you still have to use the CYGWIN=server option when starting the client application. See /usr/share/doc/Cygwin/cygserver.README.
