The umask change isn't actually necessary since Cygwin sets it by default to 0022 now. But it doesn't hurt either. I guess it's even cleaner to do that. As for cygwin-developers, you really don't have to subscribe. I don't think it's worth to subscribe for non-developers. It's very low volume and if something crops up it makes its way to the cygwin or cygwin-apps list anyway.
