This is a terminal issue. The key bindings work fine if you run emacs
under X (which is the way I almost always use it) or under mintty. They
probably work under rxvt also, but I haven't tried that. You may have
to remove tty from your CYGWIN variable if you use these other
terminals. (I'm not positive about that.)
By the way, I know ruby-mode comes with version 22 and higher I think. Will
the emacs package in Cygwin be upgraded soon?
The emacs maintainer has been having problems building new versions. See

If no one else volunteers, I'll offer to help get it done. At this
point, however, it probably makes sense to wait for emacs 23, which
should be released fairly soon. Also, emacs 22 and 23 need to be built
with gcc4, and I'd like to wait until that's no longer experimental. If
you're impatient, you can install Angelo Graziosi's build:
