So fortran has been added since the last time the mirrors were accessible

Does this require blowing away the entire cygwin installation to attempt
from scratch?
No.

It's possible to access the mirrors by logging into a different site and
accessing mirrors from there, or by trying various combinations between
direct or changing proxy servers, successful combinations changing day
by day. My employer requires presence of IE6. Intermittency may be a
question of proxy server behavior. Yes, the gfortran-4 is present. Thanks,
