I still don't believe that this problem has anything to do with Vista vs. Vista SP1. It's probably something on your machine. There's no reason that it should behave differently. Pity that you didn't reply to my offer to make Cygwin better in relation to the dsp code. We have nobody who's willing to work on this code to add more features and/or better behaviour.
