Experiences made are alas bad -- xemacs in version 21.4.20 has some of the functions empty, those supposedly present behave very strange, experimental version 22.1 just fails to start as it misses several directories.

Cygwin's emacs is currently VERY old, and probably pre-dates good multi-language support. Have you tried xemacs (which is much more up-to-date than the current emacs)? Also, are you willing to test the experimental emacs 22.1 (http://cygwin.com/ml/cygwin-apps/2007-07/msg00041.html)? - -- Don't work too hard, make some time for fun as well!
