Sure you can, the following in ~/.ssh/config:

Host = *
You can omit the Host command altogether if you place the global stuff at the top of the file before any specific host sections.
ForwardX11 = yes
ForwardX11Trusted = yes

...is the exact equivalent of ssh -XY applied by default to every host.
