I've updated the version of tcsh to 6.15.00-2. This version fixes two problems in the system files /etc/csh.cshrc and /etc/csh.login:
- When running /etc/csh.cshrc, $PATH is set to contain /bin temporarily to find the commands called from /etc/profile.d/complete.tcsh. - Set $SHELL to /bin/tcsh in /etc/csh.login. To update your installation, click on the "Install Cygwin now" link on the http://cygwin.com/ web page. This downloads setup.exe to your system. Then, run setup and answer all of the questions.
