In a default cygwin install, there is nothing in Windows equivalent to the /usr/bin directory, because cygwin sets up a mount so that /usr/bin points to the same place as /bin. Are you trying to use tar in a Windows cmd shell, or in bash? Either way, have you checked that your PATH is correct? - -- Don't work too hard, make some time for fun as well!
