I can't reproduce your problem. I'm running Cygwin on two Vista 32 installations using Cygwin 1.5.22 or the latest developer snapshot from http://cygwin.com/snapshots/, as well as on a Vista 64 machine with the latest snapshot. You could try rebasing, maybe using a base address of 0x65000000, but changing the base address like this shouldn't be actually required. I have obviously no idea how you configured your system, which is sort of a pain on Vista anyway. If you start using the cygw.bat file you should already have /bin, resp /usr/bin (which is the same) in your path.
