mod_access does NOT exist in the current version of Apache distributed via Cygwin setup. I think you have a mess of 2.0.x and 2.2.x blended together. Uninstall apache2 using setup.exe, then manually remove any remaining /etc/apache2/ and /usr/lib/apache2/, then reinstall and try again. Max.
