I've updated the version of file to 4.14-1. This version is an update to the official version 4.14 patchlevel 1, mainly a bug fix release as well as improved ELF file recognition.
The Cygwin sources are build from the vanilla sources with just an additional `-no-undefined' on the libtool command line to allow building libmagic.a as DLL and linking file.exe dynamically against it. To update your installation, click on the "Install Cygwin now" link on the http://cygwin.com/ web page. This downloads setup.exe to your system.
