Using Emacs in rxvt window is using Emacs in terminal mode. The equivalent to NTEmacs is Emacs on X (have an X windows server, like cygwin-x, and set the DISPLAY env var before starting Emacs). I used to work with NTemacs (up to 20.6) but the "Cygwinized" Emacs on X is much better.
