This is usually the right list for reporting problems with Cygwin packages -- see the README of the specific package for details. I think CGF was trying to tell you that this problem would occur on any version of Cygwin when subversion is run with textmode line endings. Search the archives (or Google) for "remount binary" to see how to change the mount mode.
