Not at all a bad idea to read the bash man page, the helps, everything.

bash-2.05b$ cygcheck -c bash cygwin
Cygwin Package Information
Package Version Status
bash 2.05b-16 OK
cygwin 1.5.11-1 OK
But the fact is once clicking the Cygwin icon gave one an operating 
shell. It no
longer does.
