There is an active thread started already titled 'Cygwin Cron on Windows 2003 Server Issues' addressing the challenges that are arising with our efforts. So far the challenges still remain. However, we were curious to know if anyone has cron working on Windows 2003 server. If yes, then there is hope. If not, then we are pioneers... and will need to come up with contingency plans.
