Again, simple: install the corresponding package (inetutils for telnet, openssh for sshd), then read the Cygwin-specific README (found in /usr/share/doc/Cygwin/<packagename>.README) for instructions. After that, just make sure your Cygwin machine is visible on the network, and run the above command.
