If your question, comment, or issue falls within the guidelines mentioned on this page, it's on-topic. If not, it's off-topic. Yours was certainly on-topic (though effectively an FAQ for which there exist pointers in the docs and the email archives) but didn't contain the basic information needed to clearly point out to you what you were missing (i.e. the package, the path to the executable, etc).
