Is there any plan to move cygipc's ipctest.exe to using cygserver?
Not really -- it relies on some specific, non-standard functions in libcygipc.
Several years ago, Robert Collins wrote a quickie "ipctest" package for use with the then-nascent cygserver -- but as far as I know, it was never publicly released. Perhaps he'd be willing to dig that up and post it somewhere?
