Al, Take a look at fileutils sources, especially quotearg_buffer_restyled() in lib/quotearg.c (which is what eventually gets called by "rm -v"). After a cursory glance, it looks like it is locale-aware, so if you have your locale settings straight, cyrillic should print out just fine.
