You've installed inetd as a service right? Have you tried adding C:\Cygwin\bin to your Windows System Environment Variable PATH and rebooting?

It won't. However I don't think his problem is necessarily involved in locating /etc/services. Actually I don't believe he was clear at all as to what the exact problem was when he attempted to start the CVS server.
I added my comment because inetd runs as a service, thus outside of your normal login and sometimes some services have a problem locating cygwin1.dll.
