Depending on the state of the machine (domain controller or not) it's
done in the "Domain Controller Security Policy" or in the "Local
Security Policy" MMC snap-in.  There's a sub group of settings called
"User Rights Assignment".  It lists all privileges and the users
having them.  Try adding SYSTEM to the (probably empty) list of users
having the "Create a token object" privilege and reboot the system.
If it still lives, check if the above helps.
