bash doesn't have a "system-wide inputrc" (although you /could/ make one that way). The only file mentioned in the man page is ~/.inputrc. If you set the environment variable INPUTRC to /etc/inputrc, ~/.inputrc won't be parsed. You can include any file with "$include".
