I will add some diagnostic (?) info here. When I run the command above
(with --without-pip), and the target directory name "beleriand" doesn't yet
exist (your example is "VENV"), I get a directory hierarchy populated like
this:

$ ls -ARBCpo beleriand
beleriand:
total 5.0K
drwxrwxr-x+ 1 soren   0 Jun 30 12:10 bin/
drwxrwxr-x+ 1 soren   0 Jun 30 12:10 include/
drwxrwxr-x+ 1 soren   0 Jun 30 12:10 lib/
lrwxrwxrwx  1 soren   3 Jun 30 12:10 lib64 -> lib/
-rw-rw-r--+ 1 soren 205 Jun 30 12:10 pyvenv.cfg

beleriand/bin:
total 24K
-rw-r--r--+ 1 soren 2.2K Jun 30 12:10 activate
-rw-r--r--+ 1 soren  957 Jun 30 12:10 activate.csh
-rw-r--r--+ 1 soren 2.2K Jun 30 12:10 activate.fish
-rw-r--r--+ 1 soren 8.9K Jun 30 12:10 Activate.ps1
lrwxrwxrwx  1 soren    7 Jun 30 12:10 python -> python3
lrwxrwxrwx  1 soren   16 Jun 30 12:10 python3 -> /usr/bin/python3
lrwxrwxrwx  1 soren    7 Jun 30 12:10 python3.12 -> python3

beleriand/include:
total 0
drwxrwxr-x+ 1 soren 0 Jun 30 12:10 python3.12/

beleriand/include/python3.12:
total 0

beleriand/lib:
total 0
drwxrwxr-x+ 1 soren 0 Jun 30 12:10 python3.12/

beleriand/lib/python3.12:
total 0
drwxrwxr-x+ 1 soren 0 Jun 30 12:10 site-packages/

beleriand/lib/python3.12/site-packages:
total 0

The creation of the beleriand/bin/activate file is the thing I am noting
here. I would be able to enter a venv with what's been written to disk, I
just wouldn't be able to install more python packages to it. So this is
progress (questionable progress); if I can just get pip to set up I will be
in business. Thank you for your thoughts on this.
