Has the 'digests =' option in /etc/pki/tls/openssl.cnf changed between those two versions of openssl? I'm guessing 'sha1' may have been removed - perhaps try adding it again, if it is even supported any more by the new version.

I'm running openssl-3.5.6 and it is still present, and that command line Claude suggested is still accepted.
