I only did a quick test to make my previous posts complete and correct.
/usr/share/vim/vim91/filetype.vim is part of vim-common, so it _should_ be
unchanged. I have not checked it.
I tested without my workaround, as is confirmed by the fact that 'view' was
tiny vim.
/etc/profile.d/vim.sh seemed unchanged, but I did not run a diff.

I want to let this rest for now, it is getting to complicated and I really
don't have the time.
I suspect it was caused by changes in multiple vim packages, I'd rather not
reverse-engineer how it used to work.

Anyone who runs into this problem should now be able to find a problem
description and a workaround. The problem seems to be only in the Cygwin build
of vim.
I'll probably keep my aliases anyway, to use full-blown vim for 'view'.

It would be nice though to have some assurance that the vim package maintainer
will see this thread, in due time.

Regards,
Coen
