First things first: You are doing "make" before "make install", yes? Otherwise you are depending on the whim of the Makefile author for exactly what happens. Short answer: Add ".PHONY: install" to the makefile Long answer: make sees the INSTALL directory, and concludes that it is up to date, since it has no dependencies. You've just been bitten my Windows' case-insensitivity.
