I'm trying to get rust and cargo working on Cygwin (as github user @Berrysoft is getting it going on MSYS2), and I wanted to direct the curl maintainer's attention to https://github.com/curl/curl/issues/17262. I am hitting this now with cargo on Cygwin with curl 8.13.0-1. There was a workaround applied in MSYS2 in https://github.com/msys2/MSYS2-packages#5374, perhaps it could be considered for Cygwin as well, unless some better fix can be devised?
