OK, that looks to be the real problem.  What does
     cygcheck -c cygfuse
display?

$ cygcheck -c cygfuse
Cygwin Package Information
Package              Version    Status
cygfuse              3.2.0-3        OK

Would it help to run and post output from:

$ gendef - /usr/bin/cygfuse-3.2.dll

or

$ gendef /usr/bin/cygfuse-3.2.dll

and attach cygfuse-3.2.def generated?

Thanks for the suggestion; I'd never heard of gendef. I don't think it'll help here because 3.2.0-3 is the correct version of cygfuse to be using and it definitely has cygfuse_report() in it.

The pop-up window OP described is a little screwy: it calls sshfs.exe a dynamic link library. That might be an artifact of strace running sshfs but I'm not sure.

If there happened to be another cygfuse*dll on the OP's system, such as one installed by WinFSP, then gendef run on that would definitely help. In spite of my repeated "that's the problem" statements I don't know what's really going on here. I can't reproduce it locally on Win10.
Regards,

Any chance of weird Windows or Fuse version, ABI, or API DLL or callback checks, or cygfuse_report() mangled API because of missing compile as stdcall or standard C or C++ mismatches?

Talk about it to the bunny, duck, teddy, mascot, doll, hand, or other dev proxy!
