Cygwin install works fine offline, you just have to download the Cygwin setup
program and either package arch/release directories or else a package download
directory from an external mirror, including all base category packages, and any
package selection you want to be able to install, to an intranet storage
location, which can be used as a Cygwin setup mirror or download directory:

Someone has to be responsible for scheduling, coordinating, and communicating
about updates from the external mirror to the intranet storage.
At your own risk, you may also do the same for any *unsupported* historic legacy
Cygwin release from the Cygwin Time Machine (possibly to support running on an
unsupported historic legacy *Windows* release, preferably within a VM):

Cygwin volunteers provide rolling releases of all packages and support only the
