There is no error message, bash.exe simply terminates. I am not able
to build bash from source code because that process ultimately depends
on bash itself.

My environment is a Windows 11 virtual machine provided by Parallels
which in turn executes on an Intel x86 iMac (apple) computer.

Cygwin was working nicely for me for decades. I got into this (bad)
state as follows.

I upgraded my virtual machine from Windows 10 to Windows 11. Cygwin
continued to work nicely.

I updated cygwin itself via the usual setup-x86_64.exe program. The
problem began.

Reinstalling cygwin from scratch did not solve the problem.

Unsurprisingly, setup-x86_64.exe always posts error messages on
completion:

    0p_update-info-dir.dash exit code -1073741819

Any suggestions for further investigation?
