Restarting the pip install of iPython eventually worked.
Pip didn't try to redownload either of the packages it previous hung on, so I guess the download was successful. I don't know whether pip is running anything via a subprocess. All the pip install commands I tried worked. But I did see one of my scripts hang trying to run an external command (via the subprocess module). I've seen that only once so far.
