I'll see what I can do.  As I said, Paul reorg'd the source and it'll
take some time for me to fix the build scripts.

Correct, c3270 can't be configured that way, but x3270 can (if you are
willing to run the X server, that is).

For the given requirement of Right-Ctrl, wc3270 is probably the easier
option.
