Cygwin does not package or support GNU COBOL. The configure script is provided with GNU COBOL, or by Lynda.com, not Cygwin. Cygwin setup is not involved, unless that was used to provide the installation base for building GNU COBOL. Berkeley DB was a product of SleepyCat Software until that was bought by Oracle, but there may be some support for it in the Cygwin libdb-devel package with release 5.3.28-2 in 2017, although it is now orphaned with no Cygwin maintainer.
