is is planned to make this a "Base" package sometime soon? Currently is
it not
a Base package and does not have a reverse dependency chain to a Base
package.
I do not see the connection.
Setup is a separate program that does not use any cygwin library,
otherwise it will be impossible to perform the complete cygwin update.
